Red liner, not 3M. This reel is supplied with a red adhesive liner on the back. The liner is not 3M brand. On this silicone sleeve it is not a reliable mount: acrylic tape sticks to the wall and lets go of the silicone. Installers often want 3M because it is quick to fit. Peel the liner off. A reel that arrives without it is not a missing part, and glue on the liner does not fix it. Mount the sleeve with DOWSIL 7091, white, 310 ml. The 45 g tube HL-706TM only seals a cut end and its cap. The silicone jacket hides the cut marks. Hold the strip to a good light and cut only on the copper pads. The spacing on this reel, and what a cut between the pads does, is in our guide to cutting an IP68 LED strip.
This listing is the 24 V, 10 m roll — reference HL-COB320WW3K-R90-IP68-10M. A slim, fully sealed IP68 COB tape: 320 LEDs/m, 3000K warm white, CRI ≥ 90, 8 mm wide, black PCB, silicone jacket. It is not neon flex and it is not the 12 V version — this reel is 24 V only.
A continuous line of warm light, built for wet work
COB sits the diodes under one phosphor line, so you get a smooth ribbon of light instead of a string of dots. The whole length is encapsulated in solid silicone and supplied with a red liner on the back. The liner is not 3M, and on this silicone it is not the mount. Used as supplied, with the factory ends left sealed, it is a proper outdoor / wet-location strip. It can go underwater — garden water features, ponds, pools, tanks — provided the tails and any cut ends stay sealed. Keep the 24 V driver and any dimmer in a dry place.

Powering a 10 m reel
At 24 V the factory will run 10 m from one end. Their own both-ends warning starts at 11 m and above. That is fair — one-end feed on this voltage and this length will work, and many people will live with it.
We still prefer both ends on anything longer than 5 m. On a 10 m roll we would definitely take both tails back to the PSU in parallel. Voltage drop along 10 m of 8 mm copper is small at 24 V, but it is not zero. Feed one end only and the far end can sit a touch warmer / dimmer. Plenty of customers will not notice it. It is still there. If the supply is only at one end of the run, one-end feed is acceptable on this 24 V reel — just know what you are choosing.
Dimming
Use a 24 V constant-voltage PWM dimmer / single-colour controller (V1-L, V1-F and similar — see Related Products). Pair it with a non-dimmable 24 V driver; the controller does the PWM. Do not put a mains trailing-edge dimmer on the 24 V side.
Cutting and keeping it waterproof
Cut only on the 50 mm marks, square across the tape, with the strip unpowered. Wrong-place cuts only kill that short segment, but they still need resealing. After a cut, use the matching 8 mm COB 2-pin connectors (Related Products) on the PCB, then reseal with the LED-strip silicone so the IP68 rating is actually still there. Open copper in a pool or a garden bed will not stay dry.
Install notes
- Clean, dry, degreased surface. Peel the red liner off. It is not the mount. The note at the top of this page gives the adhesive. On long outdoor runs add the 8 mm clips as well — adhesive alone is not a mechanical fixing in the wet.
- Observe +24 V polarity. The PCB is printed +24V.
- 10 W/m inside silicone still makes heat. Where you can, sit it on aluminium (profile, flat bar, metal stair nosing). Do not bury it under insulation.
- Drivers and controllers stay dry, even when the tape is in water.
